[sign up for e-mail notifications] Lochmere Meadows Phase II, Tilton: Notice of Finding of No Significant Impact on the Environment Summary: This Notice satisfies a procedural requirement for federally funded activities to be undertaken by New Hampshire Housing (NH Housing, or NH Housing Finance Authority). NH Housing is considering a loan of federal HOME funds to the Lochmere project located in Tilton, New Hampshire. The project sponsor is the Laconia Area Land Trust in Laconia, NH. The project will consist of the new construction of 19 units of family, affordable housing. The estimated cost for the project is $4.1 million. Finding of No Significant Impact: NH Housing has determined that such request for HOME funding of affordable housing will not constitute an action significantly affecting the quality of the human environment and, accordingly, the above-named agency has decided not to prepare an Environmental Impact Statement (EIS) under the National Environmental Policy Act of 1969 based on the results of the Environmental Review Record (ERR) completed for the project. The ERR documents the environmental review of the project and more fully sets forth the reasons why an EIS is not required. The ERR checklist was completed by Mr. James Zeppieri of SRW Environmental Inc, under contract with NH Housing. The ERR is on file at the offices of the NH Housing, at 32 Constitution Ave, Bedford, NH, 03110 and is available for public examination and copying, upon request. All of the relevant documents are also on file at NH Housing's website, <nhhfa.org.> Public comments: All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by NH Housing. Such written comments should be addressed to Mark Koppelkam and must be received at NH Housing on or before February 15, 2012. All such comments will be considered and NH Housing will not take final action on the project prior to March 1, 2012. Certification: NH Housing certifies that Dean Christon, in his official capacity as Executive Director of NH Housing, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Notice of Public Forums New Hampshire Housing has commenced preparation of the 2013 Qualified Allocation Plan (QAP). In an attempt to prepare the 2013 QAP, New Hampshire Housing invites you to participate in two upcoming public forum discussions. The first public forum will deal with cost containment measures with a special focus on construction related matters. In addition to LIHTC developers, the forum is being targeted to design and construction professionals in an attempt to solicit ideas and get some initial reaction to potential changes that are being considered to both the QAP and Design and Construction Standards.
