Under its enabling legislation, New Hampshire Housing Finance Authority is charged with biennially preparing or updating a state housing plan to address the housing needs of persons of low and middle income. The plan is submitted to the Governor and Council, the Speaker of the House and the President of the Senate for review and comment. Although this is by definition a two year plan, it should be noted that housing needs analysis and housing program planning are accomplished annually by New Hampshire Housing.
