What is the Consolidated Plan?

The State's Consolidated Plan is the five-year plan for the use of Community Development Block Grant, HOME Investment Partnerships, and Emergency Shelter Grant funds granted by the US Department of Housing and 
Urban Development. New Hampshire's Consolidated Plan is developed by the Housing and Community Development Planning Council, which was established by Executive Order and is staffed by the New Hampshire Community Development Finance Authority, New Hampshire Housing, and the Bureau of Homeless and Housing Services.

At the core of this plan is the premise that housing, community development, economic development and services for the homeless and special populations are distinct but highly related components of a coherent approach to sustaining communities of populations diverse in their experience, objectives, and needs. Past and present compartmentalization of funding sources has, to some degree, encouraged proliferation of distinct service delivery systems. While there remains a need to understand and respond to the specific needs of individuals and communities utilizing specific expertise and carefully crafted delivery mechanisms, there is also a need to better coordinate these activities toward their common objectives through more comprehensive planning.

There are four major components in the Consolidated Plan:  Housing Market Analysis, Analysis of Needs, Strategic Plan, and Action Plan. The Needs section forms the basis for establishing the priorities in the Strategic Plan while the Action Plan explains how grant funds will be distributed and what accomplishments are anticipated. The Action Plan also serves as the State's application for the funds and as such must be updated and submitted to HUD annually.

A Consolidated Annual Performance Evaluation Report is generated to report each year's accomplishments to HUD and the public.

New Hampshire's Consolidated Plan year runs from January first through December thirty-first.
