In Spring 2004, Russ Thibeault prepared an analysis for New Hampshire Housing's Housing Headlines newsletter entitled New Residential Development and School Enrollment: Just the Facts.

Subsequent to that publication, New Hampshire Housing asked AER to expand on the analysis by focusing on school generation from new housing units in New Hampshire by examining in more detail actual school enrollment generated by new development in a sample of New Hampshire communities and by refining and expanding the analysis of unpublished year 2000 Census data contained in the Public Use Microdata Sample data by focusing on school generation of new housing units.
