The general purposes of this study were to: (1) conduct a housing needs assessment for New Hampshire Housing at the County, Metro Area, and State levels; (2) evaluate the current status and content of regional housing elements and to suggest alternative approaches; and (3) to examine regional housing need allocation models that measure the relative performance of areas in achieving a proportional distribution of assisted housing. The study used housing need assessment data that is consistently available at the municipal level so that the approaches used here may be replicated for any region.
