The next webinar in the Office of Planning and Development’s (OPD) Planning Lunches at Noon (PLAN) Monthly Webinar Series is Changes to Planning, Zoning, and Building Code Laws in 2025 on Thursday Sept. 18, from noon to 1:30 pm

There have been some momentous changes to New Hampshire’s planning, zoning, and building code statutes following passage of legislation earlier this year, including changes aimed at incentivizing housing and limiting local land use planning autonomy relative to occupancy and parking requirements, accessory dwelling units, and mandating multifamily residential uses in commercial zones. Discussion of the expanded use of third-party inspectors for building permit review, single-stair buildings, and new timelines for appeals to ZBAs, vesting periods, and the issuance of building permits and certificates of occupancy, as well as new rules on recusal for planning board and zoning board members, and more will be covered in this webinar.

The focus will be on implementation challenges municipalities are likely to encounter, and include time for Q&A.  Panelists will include OPD Principal Planner Noah Hodgetts, City of Lebanon Deputy Planning and Development Director Tim Corwin, and City of Keene Plans Examiner Michael Hagan.
