Notice of Public Hearing: TEFRA PERCH Housing

Notice is hereby given that on February 17th, 2026 a public hearing will be conducted by New Hampshire Housing Finance Authority at its offices at 32 Constitution Drive, Bedford, NH from 10:00 AM to 11:00 AM. The hearing is with respect to the proposed issuance by New Hampshire Housing Finance Authority, acting under and pursuant to New Hampshire Revised Statutes Annotated Chapter 204-C (the “Act”), of obligations in the maximum aggregate principal amount of $29,000,000 (the “Bonds”) (out of a total anticipated project cost of approximately $59,000.000). The Bonds are proposed to be issued to provide financing as permitted under the Act for the following multi-family scattered site housing project (the “Project”): the acquisition of an existing multi-family residential rental housing development containing a total of 30 units on a .23 acre site (with an aggregate square feet of the building being 28,000 square feet) located at 372 Beech Street in the City of Manchester, County of Hillsborough; the acquisition of three existing multi-family residential rental housing developments containing a total of 20 units on a 4.57 acre site (with an aggregate square feet of the buildings being 14,225 square feet) located at 46 Agassiz Street in the Town of Bethlehem, County of Grafton; the acquisition of six existing multi-family residential rental housing developments containing a total of 48 units on a 19 acre site (with an aggregate square feet of the buildings being 37,824 square feet) located at 2 Terrace Circle in the town of Pelham, County of Hillsborough; and the acquisition of six existing multi-family residential rental housing developments containing a total of 24 units on a 6.9 acre property (with an aggregate square feet of the buildings being 15,061 square feet) located at 145 Tamworth Road in the Town of Tamworth, County of Carroll. All properties are located in the State of New Hampshire and involve the rehabilitation, furnishing and equipping of the sites, buildings, structures, and mechanical systems.  In addition, the project involves the demolition of a 6-unit building at the 2 Terrace Circle Pelham site and the new construction of a 28-unit building (along with the furnishing and equipping of said new construction building).   The aggregate square footage of all buildings at all sites is approximately 95,110 square feet with 122 of the units expected to be occupied by tenants having incomes no greater than 50% of the area median income and with the 28 new construction units expected to be occupied by tenants having incomes no greater than 60% of the area median income. The owner of the Project will be PERCH Housing LLC, a New Hampshire limited liability corporation, the general partner of which will be PERCH Manager LLC.  The Bonds will not be a general obligation of New Hampshire Housing Finance Authority or a pledge of the faith and credit of New Hampshire Housing Finance Authority or a debt, liability, obligation or pledge of the faith and credit of the State of New Hampshire or any political subdivision thereof.

Written comments will be accepted for two business days following the public hearing, and must be received by email, fax, or physical delivery no later than 4:30 p.m. on Thursday, February 19th, 2026.
