Public Notice Regarding Request for Proposals for Project-Based Vouchers in Multi-Unit Residential Projects Serving Qualified Populations Funded with HOME-ARP and Housing Trust Fund

New Hampshire Housing Finance Authority (NH Housing) is seeking applications for financing from qualified developers for projects that will provide affordable housing opportunities in any area of the state for low-income and extremely low-income individuals in Qualifying Populations served by HOME-ARP and HTF. The source of funds for this RFP is a special appropriation of the HOME-American Rescue Plan (HOME-ARP) and the federal Housing Trust Fund (HTF). The NH Qualified Allocation Plan for Low-Income Housing Tax Credits (LIHTCs) and NH Housing’s two Notices of Funding Opportunities (NOFO) for Supportive Housing and Tax-Exempt Bond projects will include competitive scores of respondents to this RFP and will be used to award up to 75 Project-Based Vouchers (reference 24 CFR Part 983) to those projects which are eligible. It is the intent of NH Housing to award both PBVs and deferred (non-amortizing, non-interest–bearing) loans funded with HOME-ARP and HTF in LIHTCs 9%, 4% and Supportive Housing projects based on readiness to proceed and the specific scoring criteria in the NH Qualified Allocation Plan (QAP) and the two NOFOs.

All funding rounds and NOFOs are published on NH Housing’s website, establishing deadlines for application submission. All proposals will be evaluated on scoring criteria developed by NH Housing. The scoring criteria for the NH QAP, any published NOFOs and other information regarding the application process are available at NHHousing.org.

All application materials will be required to be uploaded electronically to NH Housing.
